well, this problem no solution. there are so many indian players also face this type of problem
i can give you few suggestion
1: contact your internet provider, may be need to change DNS server.
2: try VNP server like IPmana
3: try good antivirus (original) and check your full PC
4: check your computer, if there is any software such as P2P occupied bandwidth
