One very important component that will keep your latency low is your internet connection. 1 mb internet connection speed is average whereas if you have 2mb internet connection, it will awesome and recommended. Tweaking the console also will give you a stable and low latency. Console (~): cl_updaterate 10 & rate: 25000. Good luck.
